- Grampian Police Force Procedure for
unauthorised Gypsy/Traveller encampments (published
07-03-11)
Grampian
Police is currently carrying out a review of its Force Procedure
in respect of Gypsy/Traveller unauthorised encampments. As
part of this process, we have conducted an Equality Impact
Assessment and wish to use the opportunity this presents to
consult with our communities on this issue.
Please see the draft copy of our proposed
new Force Procedure, along with a number of questions that we
would invite you to respond to. This will allow us to
consider the views of our communities to assist in shaping our
future policy in respect of this issue.

Please note that there are aspects of this document that are
enshrined in legislation and which must be present in it.
These include the references to the definition of Gypsy/Travellers,
the applicable legislation and the presumption against prosecution
for unauthorised encampment offences in accordance with guidance
issued by the Lord Advocate for Scotland. These aspects will
not be considered for amendment at this time.
The questions we would ask you to consider are as follows.

Is
the procedure easily understood?
2)
Does
the procedure make the clear the role of the Police in respect of
unauthorised encampment by Gypsy/Travellers?
3)
Does
the procedure assist you in understanding what the Police can and
cannot do in respect of unauthorised encampments and why this may
be the case?
4)
Is
there anything else that you believe should be added to the
procedure?
5)
Is
there anything that you believe should be deleted from the
procedure?
6)
Do
you wish to make any further observations on the content of the
procedure?
Please note that the consultation period for this document is
limited to two weeks and will close on Friday 11 March
2011. This will allow us to consider any amendments
which may be necessary and have a new procedure completed by the
end of March 2011.

The Youth
Voice
The Youth Voice enables young people aged
12-25 to discuss common concerns and ways of improving the quality of life
in their area.
It is supported by the Local Community and
Learning Development Worker (Youth) and provides representatives to the
Moray-wide Youth Council.
