New Programme Launched for Moray Toddlers
NHS Grampian and The Moray Council recently launched the Toddler play@home programme at an event in Elgin Community Centre. This innovative programme is designed to help parents and carers in their crucial role of nurturing children from birth to age five. It is part of a wider initiative aimed at addressing the health needs of looked after children, one of the key priorities under the Investing in Children and Young People theme ... more (see below)

The event follows the successful launch of Baby play@home last November. Tracey Gervaise, Public Health Co-ordinator, Team Lead Health Improvement, at Moray Community Health & Social Care Partnership, says, "The programme of books gives activity ideas to give children a physically and emotionally healthy start in life, and to help parents and carers with the challenges of child care. It encourages physical development and emphasises the importance of communication and strong family bonds. There has been such demand for the Baby programme that we have brought forward the launch for the Toddler programme from November this year.

The Toddler play@home book will be sent to parents on their child's first birthday - the book is free and easy to read."

Tracey adds that the programme helps address key issues facing young Scots:

"Scotland has the third fattest children in Europe, with more than a quarter of boys and nearly a third of girls not active enough to be healthy. We knowchildren also need help in developing other basic skills in their earliest years, such as speech and language. The play@home approach makes an important and enjoyable contribution to encourage children to develop successfully in vital aspects of their lives."

Street Football

"Street Football" is a youth diversionary activity which has operated throughout the Moray area since October 2006.

The scheme provides a mobile football pitch which is transported to a variety of town and village centre venues throughout Moray.  The Venues are advertised in advance and on occasions between 60 and 80 youths have been known to attend, where they take part in short football matches in teams drawn from those present, and intentionally bearing no resemblance to any group in attendance to which any particular youth may wish to affiliate themselves.

To date, partners include Grampian Fire and Rescue, The Moray Council Antisocial Behaviour Partnership, Grampian Police, and various youth worker organisations.

The events normally run on Tuesday and Friday evenings between 1900 and 2100 hours, and since the scheme began, the pitch has been set up at Buckie, Keith, Forres, Lhanbryde, Lossiemouth, Elgin and Dufftown with great success.

These events are planned to visit 'Youth Hotspots' and anyone with any suggestions should contact Sergeant Colin Taylor at Elgin Police Office, who will pass on the details to the organiser Roy McPherson (Elgin Community Centre 01343 548040) for consideration in the next available timetable.

Better Value, purchasing public services from the social economy raises awareness and highlights the advantages of buying goods and services from the social economy. It also shows, through an additional guide of 15 case studies, where social economy organisations are already providing high-quality services.

The guides, which are part of the Futurebuilders Scotland programme managed by Communities Scotland, highlight the social, economic and environmental benefits for our communities that can be gained by working with the social economy. Launch of Moray 2020 Plan

In the Spring of last year extensive consultation took place around the theme of Working for Increased Prosperity, one of the seven themes of the Community Plan. This was prompted by the announcement in March 2005 by the Minstry of Defence about the reduction in jobs and possible future scaling down of the two RAF bases. This led to the setting up of a Moray Task Force by the Scottish Executive First Minister to develop a strategy to diversify the Moray economy over the next 15 years.

The strategy has now been produced by HIE Moray, who were given responsibility to produce it. The strategy has been adopted by the Moray Economic Forum, who will work in partnership to address the actions within it. Several of the key actions will feature in the new Community Plan, for which the Partnership will be accountable.

Annual Convention Stimulates Debate
On Thursday 30 June the Community Planning Annual Convention took place at Horizon Scotland in Forres Enterprise Park. Over 75 delegates attended the event, including members of the Partnership, Elected Members and representatives of the community and voluntary sectors across Moray. The purpose of the day was tp celebrate the achievements of the Partnership over the past 18 months and promote the new action-based focus for the future. The two main speakers were James Gibbs, Head of Operations at HIE Moray (formerly Moray Badenoch and Strathspey Enterprise) and Alastair Keddie, Chief Executive of the Moray Council. James Gibbs outlined the key challenges that lie ahead for the Moray economy and the role of the newly created Moray Task Force for Change. Alastair Keddie highlighted the changes in the Community Planning process over the past 18 months and the major achievement in putting in place the building blocks, from which move forward and make a tangible difference to the lives of everyone living in Moray.

Copies of presentations can be obtained from Roy Anderson.

> How can we work together on these?
> What would you like to see come out of the fourth Healthy Scotland Convention?

The Standards have been developed with the involvement of over 500 people from communities and agencies throughout Scotland. They are a practical tool for Community Planning Partnerships and others to help improve the experience of all participants involved in community engagement to achieve the highest quality of process and results. Citizens Panel

A Citizens' Panel has recently been established to seek the views of local people about issues affecting the quality of life in Moray. A representative sample of over 1200 people have been recruited to serve on the Panel and provide their opinion, mainly via questionnaires. Nine surveys will be carried out over the next 3 years, three per year. The first survey will be circulated in July with the results anticipated by the end of August.

Below is a copy of the Recruitment Report produced by the contractors implementing the project. It contains some interesting statistics about the quality of life in Moray. If you have any queries or comments about the report or the Citizens' Panel project, click here.

Buckie Fire Station

Buckie Fire Station opened its doors to the local community with an innovative event. On Saturday 9th April, Moray Councillor John Leslie (Buckie Central) held his regular ward surgery in the fire station between 1030 and 12 noon. In tandem with this Grampian Fire and Rescue Service and Grampian Police were in attendance taking the opportunity to promote various community safety messages and listen to the concerns of local people.

This is the Moray Community Planning Partnership in action. Giving local people a real say in the services they receive in their communities. Joined up local government should mean just that and Grampian Fire and Rescue Service is committed to the process of bringing together all public service and community groups to work in partnership to tackle common problems which will benefit the communities they serve.

Fire Stations are public buildings, funded by tax payers, and Grampian Fire and Rescue Service see them becoming more and more community resources.

Fire Stations should be at the heart of communities and Grampian Fire and Rescue Service are exploring various potential strategies to make the premises more accessible. Photograph courtesy of The Northern Scot.

The purpose of the Citizens Panel is to access the views of residents on the usage and effectiveness of services provided by partner organisations and to identify priorities for local people.

The Laich Forum is launched

The Laich Forum, which covers the Lossiemouth, Hopeman and Burghead area was officially launched on 17th Novemer 2004.

The launch was attended by members of the Forum and the Community Planning Partnership. The Forum will continue to develop and tackle the issues that are important to the community in this area.

Local Neighbourhood Forum (LNF) Open Meetings

A series of open meetings was held in Fochabers, Buckie and Forres during November and December 2004 to promote the concept of local community planning by forming Neighbourhood Forums.

During the meeting, the audience participated in 2 workshops where they identified and prioritised the issues that they felt should be tackled under community planning. These open meetings will be followed by more formal meetings in early 2005, to establish Local Neighbourhood Forums.

The Community Planning Partnership recognises that not all areas are the same and that the approach to community planning may take a different path. Therefore time is being taken to develop the Forums in the Elgin, Keith and Speyside areas.

If you wish to discuss or find further information about your LNF, please contact the Community Planning Officer.

"Moray Community Planning Website launched!"

The new interactive Community Planning website www.moraycommunity.org.uk was launched on Tuesday 26 April at a lunchtime ceremony in Moray College. The event was attended by over 50 representatives of the wider Community Planning Partnership and local councillors.

In launching the site, Councillor Eric McGillivray, Chair of the Community Planning Steering Group, said,

"The Partnership has endeavoured for some time to make people aware of Community Planning and the importance of getting involved in its many aspects. Community Planning affects everyone in Moray, whether as agencies working more closely together or local communities having their say on the quality and range of services provided in their area. The launch of the website will go a long way to keeping everyone up-to-date with what is happening across Moray and allow them to participate fully in the Community Planning process."
