Moray Domestic Abuse Forum (Start date April 2010)
12 months pilot project - £30,000 (100% Funded by FSF)
The funding will be utilised for the development of a pilot project which aims to provide an early intervention service to victims of domestic abuse. Two part-time family support workers will be recruited working within a multi agency partnership to support victims of domestic abuse with the aim of reducing repeat instances and improving the life chances of victims. This new service will support up to 16 victims at any one time to a maximum of 40 throughout the duration of the project. Initially the service will target the two most deprived areas of Elgin but will provide an Elgin wide service in response to demand. The service will work with partner agencies to identify suitable provision, to promote positive lifestyles and achieve positive progression. It will also raise awareness of the effects of Domestic Abuse issues among other services.

Youth
Justice/Anti Social Behaviour Project (Start date April 2010)
12 month pilot project – Total project cost £30,000
£20,000 funded by the FSF (£10,000 from other sources)
A twelve month pilot project which will be delivered in partnership by Youth Justice and the Anti-Social Behaviour Service. The focus of the pilot will be on tackling youth offending through the use of restorative approaches including Acceptable Behaviour Contracts (ABC’s) and supporting the victims of youth offending.
The proposal will focus on addressing a gap in provision across both areas through the development of the two services.
The Restorative justice approach is targeted at young people who are in the early stages of offending. The use of the ABC’s are aimed at developing early intervention diversionary activities for young people and focus on addressing the young person’s behaviour to support them to make positive choices for themselves and improve their life chances.
The support to victims will work with the victims for youth offending with a view to gathering an understanding of which restorative practice would be most appropriate. This will also include re-establishing the multi-agency Restorative Forum and the creation of a self help group which would develop services to victims and feed into community safety.

Community Food Initiative North East (CFINE) (Start date 1 January 2010)
Development and expansion of existing initiative - Total project cost £67,148.00
£34,548 funded by the FSF (50% match funding from a number of sources)
The funding awarded will allow the development of the existing CFINE service across Moray. The service aims to improve health and well-being across priority groups and disadvantaged communities, contribute to community regeneration, increase employability and create employment opportunities for the most disadvantaged, vulnerable and excluded individuals and communities.
The development will focus on four key activity areas:
- Expansion of Community Food Outlets providing low cost healthy foods to disadvantaged communities.
- Developing the Fare Share scheme across Moray providing free produce to vulnerable groups..
- Recruit volunteers, provide training for volunteers, customers and partners either directly through CFINE or in partnership with other appropriate services (i.e.: health)
- Organising, supporting various awareness raising and information sessions at the Community Food Outlets. This will include distribution of leaflets on healthy eating and recipes.
CFINE will also lead on the development of a community food network for Moray.

Elgin High School Project (Start date November 2009)
Nine month pilot – Total project cost £30,500
£20,000 funded by the FSF (balance through mainstream education budget)
The project will deliver multi-agency support to address barriers faced by 12 S4 young people from Elgin High School who have been identified as at risk of disengaging. The aim of the project is to ensure the young people remain engaged in education and ultimately achieve positive and sustained progression. The young people are those who do not meet the criteria for other services and as such are most often ‘at risk’.
The project will be delivered through a ‘keyworker’ service, ensuring one single point of contact for both the young person and the services involved in the multi-agency support, providing greater co-ordination, consistency and efficiency in delivery. The project will promote a greater understanding of the needs of the target group among services and more efficient allocation of resources in the future.

NHS Speech and Language Therapy (Start date October 2009)
29 month pilot – Total project cost - £61,260
£30,630 funded by the FSF (50% match funded by NHS Grampian)
This three year project – (‘before words’) will provide an early intervention approach toward supporting the development of child communication and interpersonal skills to both services and families.
The project will be delivered through NHS Speech and Language Therapy Department and will target families and children from early pregnancy to toddler stage.
The project will be delivered through the use of visual communication resources. Services working with children and families from pre-natal stage will be trained in the use of these resources with the aim of making this a universal resource available to all services and families. One aim is that parents and carers as well as services will be more able to identify earlier any issues in relation to their child’s communication.

Moray Council - Girfec Co-ordinator

Continuation and development of existing service
Nine month funding - £36,000 (100% funded by the FSF)
The funding awarded is for the continuation of an existing post in order to further develop of the work of the GIRFEC Development Officer which is managed through Children and Families Social Work Service.
This post aims to implement the key recommendations of the national Getting It Right For Every Child Agenda through the following key aims:
- Developing and Improving key processes through which disadvantaged young people, children and their parents are effectively engaged and involved in inter-agency assessment and planning which affect them.
- Build the capacity of partner agencies separately and collectively and to develop and sustain excellent practice in the engagement of the client group.
- That agencies work collectively to ensure that young people’s needs are assessed holistically and achieve a shared understanding among services to work towards the achievement of a single plan for all young
people.
The ongoing development of this post includes further work to be done in monitoring and evaluating the implementation of new processes established in the first year of the work and ensuring that these processes are adopted and utilised by all services involved in supporting vulnerable young people.

Inclusion
Variety of projects to be developed - £190,000 (match funding will be sought).
Following a series of research and consultations the Moray Financial Inclusion Strategy was developed in November 2009. This strategy will address all aspects of financial exclusion, the development of an integrated approach to delivery, promotion of financial education provision and development of an early intervention approach. A Financial Inclusion Network has been established in order to develop the strategy and build an evidence base to influence future resource allocation and reduce instances of financial exclusion in the long term. Three key priority areas have been identified and are currently being addressed: Increasing Access to Services; Increasing Access to Financial Education and Promotion and Awareness Raising.
Three sub groups have been established to address these priority areas and will feed into the Network.
